‘Russia and the Council of Europe: Topics for a Common Agenda’ is a collection of analytical papers based on the results of the 10th session of the International Center of Russian-European Studies ‘Baltic Practice’. This was an event which took place in Oslo (Norway), organised by the University of Oslo with the support of the Wergeland Center (European Resource Center on Education for Intercultural Understanding, Human Rights and Democratic Citizenship).

The book is the authors’ attempt to understand Russian interaction with the member countries of the Council of Europe, and each chapter is dedicated to a specific aspect of this interaction. The issues covered in the book are considered by both Russian and foreign authors and cover a wide range of topics including education, democracy, public policy language and human rights.
The book was written by participants of the Baltic Practice school, including students, professors and lecturers from the HSE and other international universities.

The Baltic Practice International Summer School, held by the HSE Public Policy Department, has celebrated its 15th anniversary. Baltic Practice 2014: ‘Europe in Russia: Business, Culture, Values’
From June 28 to July 5, the ‘Baltic Practice 2014’ summer school will take place in Zelenogorsk near St. Petersburg. The school’s topic this year is ‘Europe in Russia: Business, Culture, Values’. The aim of the event is to address the cultural, social and ideological constructs that were created in cooperation with Europe and have become an integral part of Russian culture and identity.
‘Working at the HSE has given me more time to think, to do research and write’
John P. Round is an Associate Professor at the Faculty of Sociology and a Senior Research Fellow at the Center for Advanced Studies. His has written about the informal economy in Russia and Ukraine and currently he is working on protest and ideas of rejecting the state. We asked John to tell us about his experience of working as a foreign academic in Russia.

Researchers from Italy have been working on a joint project with the HSE’s Professor Olga Demidova looking at “The Political Economy of Youth Unemployment”. Professor Enrico Marelli, and Prof. Maria Laura Parisi, Economists at the University of Brescia and Elina De Simone from the University of Naples Parthenope, answered the HSE news portal’s questions about their research into youth unemployment in Russia and Italy.
Baltic Practice 2012
The HSE’s Baltic Practice Summer School has just finished in Klaipeda and Kaunas. Once again, the school was run in conjunction with Vytautas Magnus University (Lithuania).
‘Why Are We Not Together?’
On December 1st an inauguration ceremony for Alexander Rahr, a prominent expert in Russian-German relations, as Honorary Professor of the HSE took place at the HSE Faculty of World Economy and International Affairs. After the event he gave a lecture on the history, problems and dynamics of the bilateral politics of Germany and Russia.

On November 17th, 2011, Richard Rose, Director of the Centre for the Study of Public Policy and 6th Century Chair in Politics (University of Aberdeen) gave a talk on 'Thinking Conceptually, Analyzing Empirically: The New Europe Barometer' at the HSE Laboratory for Comparative Social Research (LCSR) in Saint Petersburg.
Education as a Research Field
On October 28th and 29th the 2nd International Conference of Higher Education Researchers ‘Universities and State’ took place at the Higher School of Economics. The event was organized by the Russian Association for Tertiary Education Research with the support of the HSE.
